3. **Costume Visibility**: To help drivers see them, individuals should keep costumes simple and include reflective tape. Carrying a flashlight is also suggested for better visibility.
4. **Driver Awareness**: Drivers are urged to be mindful of pedestrians and to drive cautiously, especially in residential neighborhoods where trick-or-treating occurs.
